Benghazi Talking Points Version 1:

* We believe based on currently available information that the attacks in Benghazi were spontaneously inspired by the protests at the US Embassy in Cairo and evolved into a direct assault against the annex.

* The crowd almost certainly was a mix of individuals from across many sectors of Libyan society. That being said, we do know that Islamic extremists with ties to al Qa’ida participated in the attack.

* Initial press reporting linked the attack to Ansar al-Sharia. The groups has since released a statement that its leadership did not order the attacks, but did not deny that some of its members were involved. Ansar al-Sharia’s Facebook page aims to spread Sharia in Libya and emphasises the need for jihad to counter what it views as false interpretations of Islam, according to an open source study.

* The wide availablity of weapons and experienced fighters in Libya almost certainly contributed to the lethality of the attacks.

* Since April, there have been at least five other attacks against foreign interests in Benghazi by unidentified assailants, including the June attack against the British Ambassador’s convoy. We cannot rule out the individuals has [sic] previously surveilled the US facilities, also contributing to the efficacy of the attacks.

* We are working with Libyan authorities and intelligence partners in an effort to bring to justice those responsible for the deaths of US citizens.

The Spokesliar, Jay Carney, still swears that the changes were only 'stylistic,' not 'substantive' - a claim that gets the WaPo fact-checking, anal exam here.  Remember this from 28 November 2012?


'Ambassador Rice was using unclassified talking points that were developed by the intelligence community and provided not just to her, not just to the executive branch, but to the legislative branch. And they represented the best assessment by our intelligence professionals about what had happened in Benghazi at that time.

'The White House and the State Department have made clear that the single adjustment that was made to those talking points by either of those two — of these two institutions were changing the word ‘consulate’ to ‘diplomatic facility,’ because ‘consulate’ was inaccurate. Those talking points originated from the intelligence community. They reflect the IC’s best assessments of what they thought had happened.'


Note how Carney stressed that this was “developed by the intelligence community” and the “talking points originated from the intelligence community'...and the ONLY change that either the White House or the State Department made was to change the word 'consulate' to 'diplomatic facility.'  Liar.

Benghazi Talking Points Version 2:

* The currently available information suggests that the demonstrations in Benghazi were spontaneously inspired by the protests at the US Embassy in Cairo and evolved into a direct assault against the US Consulate and subsequently its annex. This assessment may change as additional information continues to be evaluated. On 10 September the Agency notified Embassy Cairo of social media reports calling for a demonstration and encouraging jihadists to break into the Embassy. 

* The investigation is ongoing as to who is responsible for the violence, although the crowd almost certainly was a mix of individuals. That being said, there are indications that Islamic extremists participated in the violent demonstrations. 

* The wide availability of weapons and experienced fighters in Libya almost certainly contributed to the lethality of the attacks. 

* The Agency has produced numerous pieces on the threat of extremists linked to al-Qa’ida in Benghazi and eastern Libya. Since April, there have been at least five other attacks against foreign interests in Benghazi by unidentified assailants, including the June attack against the British Ambassador’s convoy. We cannot rule out of the individuals has [sic] previously surveilled the US facilities, also contributing to the efficacy of the attacks. 

* The US government is working with Libyan authorities and intelligence partners in an effort to help bring to justice those responsible for the deaths of US citizens.

But, those are just ‘stylistic,’ not substantive revisions.  Really!  Well, that's their argument anyway.

Remember, the revisions were just ‘stylistic’ and, as Verbaluce reminds us, the only manipulation that has been going on in the entire Bengahzi matter has been done by Congressman Darrell Issa…

Benghazi Talking Points Version 3 (The Final Version)

* The currently available information suggests that the demonstrations in Benghazi were spontaneously inspired by the protests at the US Embassy in Cairo and evolved in a direct assault against the US diplomatic post and subsequently its annex. There are indications that extremists participated in the violent demonstrations.

* This assessment may change as additional information is collected and analysed and currently available information continues to be evaluated.

* The investigation is ongoing, and the US government is working, with Libyan authorities to help bring to justice those responsible for the deaths of US citizens.

AQAP had sent experienced fighters into Benghazi from Yemen some days prior to the attack on the US Consulate.

That’s very strange for a demonstration that was supposedly ‘spontaneously inspired by the protests.’




Within 24 hours of the attack, the U.S. had intercepted communications between two Qaeda-linked terrorists discussing the attack. One of the interlocutors had participated in the attack. And late in the day on Sept. 12, the C.I.A. station chief in Libya sent a cable to Washington reporting, based on eyewitness accounts, that known Islamic terrorists had conducted the attacks.
