The Constitution does not permit the President to borrow money on the credit of the United States without authorisation from Congress.
But, isn’t that what it just did with Fisher House?
It has agreed to reimburse Fisher House, which is, essentially,
loaning the Federal government money...and pay interest on this money.
Don’t get me wrong. I think this is an outrage and there should never
have been any hesitation to pay the families of the fallen, but the
process is wrong and, arguably, unconstitutional.
Both houses of Congress have voted unanimously for POMA and to pay the death benefits.
